The girl in the picture below was born with a cleft lip and palate, a birth defect in which the face does not grow closed properly. In my first term, her family asked me to introduce legislation that would require health insurance companies to pay for surgical repairs. 

Up to that time - though it’s hard to believe - they would not pay for any restorative procedures or would pay for only one procedure even though several would be required over the years as the child’s face grew and changed. We fought the companies and won. Our bill ended that cruel policy. That’s the reason I ran for office: to help people.

The great health care debate continues. But two key structural problems are never mentioned. Instead of looking at the big picture, the discussion so far is an exercise in re-arranging the deck chairs on the Titanic.

• Expanding addiction treatment: Although in the headlines now, my bill from 1998 was the first major effort to increase funding for addiction treatment. I continue to introduce evidence-based ideas to manage this ongoing crisis.
